América Latina ha sido desde siempre objeto de controversia en España, aunque últimamente con mayor intensidad se ha convertido en materia de utilización partidista, especialmente por parte de un bloque conservador que se esfuerza en convertir hechos y procesos latinoamericanos en elementos de confrontación política interna española. También las izquierdas hispanas tienen presente a América latina en su acción política, y padecen una elevada desinformación, mientras mantienen clichés de otra época. El artículo atiende a tres casos en la confrontación derecha/izquierda (...) de los últimos tiempos: Venezuela, ariete conservador contra el Gobierno de Pedro Sánchez; México, como excitante del nacionalismo españolista tras la exigencia de López Obrador; y, finalmente, Bolivia tras la forzada salida del poder de Evo Morales. Engineering is a practice that must function in an environment of incomplete and uncertain knowledge. This environment has become even more difficult in an increasingly complex world. Engineering ethics has to be framed and taught in a way that addresses these realities. This paper proposes a combination of the philosophy of pragmatism and the ethic of care as a possible framework for the practice of engineering ethics that can provide flexibility and openness to address engineering ethics problems more realistically within (...) the ethos and culture of engineering. Embedding values into practice, pragmatism and care provide a broad, reflective, and corrective framework for engineering ethics that can accommodate the realities in which engineering operates. It is shown that these two approaches are more consonant with design methodologies and have a natural fit with design thinking, so they mesh well with what engineers do and with the complexities of their work today. As humans more and more try to alter the socio-techno-natural world, e.g., the earth’s climate, the combination of pragmatism and care will allow enhanced ethical behavior. Alterations to complex adaptive systems will produce highly uncertain results that require engineers to have a mindset that allows them to act with humility in the face of significant uncertainty and potential catastrophic failures. ABSTRACT Peter Hägel's Billionaires in World Politics undoubtedly fills a gap in the literature of international relations and global governance. My comment seeks to highlight that Hägel's (2020. Billionaires in World Politics. 1st ed. Oxford Scholarship Online. Oxford: Oxford University Press) work allows us to advance our understanding of how these private actors can be understood as legitimate authorities and how they can contribute to the legitimacy of the international order. I divide my commentary into three points: the first concerns (...) the approach to billionaires from their individual agency (the individual approach), the second relates to the separation between the state and the global levels (the division approach), and the third presents questions on political legitimacy that arise from his case studies (the legitimacy question). Universities introduce intermediate assessment because it is understood to have positive effects on student behaviour and achievement. Yet, how intermediate assessment is perceived might be conditional for its success. The current study investigates both teachers’ and students’ perceptions of intermediate assessment. Teachers and students were interviewed and Student Evaluations of Teaching were examined. Results indicate that both teachers and students had generally positive perceptions of intermediate assessment. However, the two groups provided different reasons for their positive perceptions. Teachers and students (...) agreed that intermediate assessment helps students to keep up with their study work. Moreover, teachers mentioned that they could assess various knowledge and skills with intermediate assessment, whereas students preferred intermediate assessments to test the same knowledge and skills as the final exam. Esta investigación forma parte de un Proyecto de Innovación Docente de la Universidad de Málaga (PIE19-179) que se inició en 2019 y que continuó en 2022 con el grupo de investigación PROCING de la Universidad de Huila-CORHUILA. El objetivo era tratar de desarrollar en el alumnado universitario el pensamiento crítico a través de la lectura crítica y la metodología Scrum como estrategias. La recopilación de datos se llevó a cabo con un cuestionario dividido en cuatro dimensiones y compuesto por 68 (...) ítems. Si bien los resultados del post-test en ambas universidades no son significativos, hubo un aumento en las respuestas a «siempre» en un 4% para los participantes de la Universidad de Málaga (España) y de un 6% en los estudiantes de la Universidad de Huila-CORHUILA (Colombia). Carnap described ways to test scientific hypotheses. However, Carnap acknowledged that confirmation can never be definite. This left open the issue about the criteria to accept hypotheses. On the other hand, Wang has developed a computer program working without sufficient knowledge or resources, which makes the action of the program akin to the manner the human mind thinks. Wang’s program includes quantitative indicators that can be assigned to the frequency and the confidence of sentences. The present paper tries to link (...) both approaches. The goal is to show how quantitative indicators such as those in Wang’s program can also be attributed to scientific hypotheses. Those indicators can help make decisions about the acceptance of the hypotheses. All of this allows proposing general characteristics for a possible algorithm to decide whether a particular hypothesis is admissible. (shrink)

Fundamento. La historia de la Neurocirugía en el territorio está estrechamente relacionada con la de otras especialidades como la Cirugía General y la Ortopedia. Tiene sus primeras referencias establecidas en la etapa colonial en el Hospital General, documentadas en el Boletín del Colegio Médico de Camagüey. Objetivo es resaltar la importancia que tuvieron el Hospital General y el Colegio Médico de Camagüey con su boletín en la historia de la Neurocirugía y la Ortopedia. Método. Es una investigación histórica que se (...) basa en la revisión documental y utiliza el submétodo cronológico para establecer el orden de los hechos que se describen. Desarrollo. El Hospital General a partir de su reconstrucción a finales del siglo XIX, se convirtió en el principal centro médico quirúrgico de la provincia en la época colonial. Muchos de los resultados de la actividad asistencial y científica de sus médicos apareció publicada en el Boletín del Colegio Médico de Camagüey, prestigiosa revista científica que se encargó de divulgar los resultados de la medicina camagüeyana y donde aparecen artículos que evidencian cómo cirujanos generales realizaron las primeras intervenciones neuroquirúrgicas y ortopédicas. Conclusiones. Se consideran al Hospital General y al Colegio Médico de Camagüey y su boletín, como elementos indispensables al escribir la historiografía de la Neurocirugía y la Ortopedia en el territorio. Ground: the history of Neurosurgery in this place is closely linked to other specialties like General Surgery and Orthopedics. The first documented references went back to the colonial period in the General Hospital, documented in the bulletin of the medical college in Camagüey. The objective is to highlight the importance of the General Hospital and the medical college and its bulletin in the history of Neurosurgery and Orthopedics in Camagüey. Methods: This a historical investigation that was carried out taking documented revision and using chronologic sub method to establish the order of the facts that have been described. Development: Since the reconstruction of the General hospital at the end of the XIX century, it became the main medical_ surgical center in the province during the colonial period. Many of the scientific results and medical activities were published in the bulletin of the medical college, which became a well-known scientific magazine that was in charge of publishing the medical success in Camagüey. There are articles to prove that general surgeons performed the first neurosurgical and orthopedic interventions. Conclusions: The General hospital, the medical college and its bulletin are considered crucial elements to describe the history of Neurosurgery and Orthopedics in the territory. (shrink)

La formación del profesional de la salud de perfil amplio constituye uno de los objetivos principales en la educación médica superior. Sobre la base de este planteamiento se desarrolló una investigación en la Facultad de Ciencias Médicas de la Universidad de Ciencias Médicas "Carlos J. Finlay", de Camagüey, con el objetivo de exponer los fundamentos teóricos en los que se sustenta la competencia comunicativa intercultural en la enseñanza-aprendizaje del idioma Inglés. Se utilizaron diferentes métodos de investigación de los niveles teórico (...) y empírico. Se concluyó que estos fundamentos integran factores cognitivos, afectivo-emocionales, motivacionales, sociales, culturales, axiológicos y creativos, del proceso de desarrollo de la competencia comunicativa analizada. Formation of the health professionals with a wide profile constitutes one of the main objectives in high medical education. On this basis the present work is the result of a research carried in the Faculty of Medical Sciences at the Medical College of Camaguey. Its main objective is to expose the theoretical foundations of the intercultural communicative competence in the learning and teaching of English. This essay presents and discusses the ways that prior experience constitutes a logical black box in Umberto Eco’s discussion of serial forms in ‘Interpreting Serials’ by using the complex adaptive system model for how complexity arises and is sustained over time, as proposed by John Holland. In exploring how Holland’s model can account for some aspects of Eco’s past experience, it becomes evident that a modification of both theories to accommodate multiple, contradictory potentials simultaneously suggests we consider meaning as a (...) range of potentials rather than as a singular choice. Even though the model proposed here is incomplete and tentative, it is suggestive of possible strategies for justifying interpretations without precluding their rejection or revision at a later time. Individual interpretations are justified not by comparison to an external truth but by the existence of other possible interpretations with shared characteristics that nevertheless contradict each other. Glitches pose expressive challenges for digital motion pictures. These problematics reveal a “material function” that determines their identification and prescribes their semantics on-screen. These issues of materiality are familiar from the ideological critiques of avant-garde film in the 1970s, but have not been explored in relation to the semiotics of digital cinema. Developing an understanding of these problematics shows the complex problematics of using glitches for critical and expressive purposes in motion pictures.

The use of technologies like artificial intelligence can drive productivity growth, efficiency and innovation. The goal of this study is to develop an anomaly detection method for locating flaws on the surface of sandwich panels using YOLOv5. The proposed algorithm extracts information locally from an image through a prediction system that creates bounding boxes and determines whether the sandwich panel surface contains flaws. It attempts to reject or accept a product based on quality levels specified in the standard. To evaluate (...) the proposed method, a comparison was made with a sandwich panel damage detection method based on a convolutional neural network and methods based on thresholding. The findings show that the proposed method, which is based on an object detector, is more accurate than the alternatives. The characteristics of the model, which can reject or accept a product according to the standard and limit allowable manufacturing flaws to obtain a quality product, also enable this system to improve industrial standards for producing sandwich panels while increasing speed. Why does social injustice exist? What role, if any, do implicit biases play in the perpetuation of social inequalities? Individualistic approaches to these questions explain social injustice as the result of individuals’ preferences, beliefs, and choices. For example, they explain racial injustice as the result of individuals acting on racial stereotypes and prejudices. In contrast, structural approaches explain social injustice in terms of beyond-the-individual features, including laws, institutions, city layouts, and social norms. Often these two approaches are seen as competitors. (...) Framing them as competitors suggests that only one approach can win and that the loser offers worse explanations of injustice. In this essay, we explore each approach and compare them. Using implicit bias as an example, we argue that the relationship between individualistic and structural approaches is more complicated than it may first seem. Moreover, we contend that each approach has its place in analyses of injustice and raise the possibility that they can work together—synergistically—to produce deeper explanations of social injustice. If so, the approaches may be complementary, rather than competing. (shrink)

There is ambiguity with regard to what counts as an acceptable level of risk in clinical research in pregnant women and there is no input from stakeholders relative to such research risks. The aim of our paper was to explore what stakeholders who are actively involved in the conduct of clinical research in pregnant women deem an acceptable level of risk for pregnant women in clinical research. Accordingly, we used the APOSTEL VI study, a low-risk obstetrical randomised controlled trial, as (...) a case-study. We conducted a prospective qualitative study using 35 in-depth semi-structured interviews and one focus group. We interviewed healthcare professionals, Research Ethics Committee members and regulators who are actively involved in the conduct of clinical research in pregnant women, in addition to pregnant women recruited for the APOSTEL VI case-study in the Netherlands. Three themes characterise the way stakeholders view risks in clinical research in pregnant women in general. Additionally, one theme characterises the way healthcare professionals and pregnant women view risks with respect to the case-study specifically. First, ideas on what constitutes an acceptable level of risk in general ranged from a preference for zero risk for the foetus up to minimal risk. Second, the desirability of clinical research in pregnant women in general was questioned altogether. Third, stakeholders proposed to establish an upper limit of risk in potentially beneficial clinical research in pregnant women in order to protect the foetus and the pregnant woman from harm. Fourth and finally, the case-study illustrates that healthcare professionals’ individual perception of risk may influence recruitment. Healthcare professionals, RECs, regulators and pregnant women are all risk adverse in practice, possibly explaining the continuing underrepresentation of pregnant women in clinical research. Determining the acceptable levels of risk on a universal level alone is insufficient, because the individual perception of risk also influences behaviour towards pregnant women in clinical research. Therefore, bioethicists and researchers might be interested in changing the perception of risk, which could be achieved by education and awareness about the actual benefits and harms of inclusion and exclusion of pregnant women. Background Notwithstanding the need to produce evidence-based knowledge on medications for pregnant women, they remain underrepresented in clinical research. Sometimes they are excluded because of their supposed vulnerability, but there are no universally accepted criteria for considering pregnant women as vulnerable. Our aim was to explore whether and if so to what extent pregnant women are vulnerable as research subjects. Method We performed a conceptual and empirical analysis of vulnerability applied to pregnant women. Analysis A conceptual analysis supports Hurst's definition (...) of vulnerability. Consequently, we argue that pregnant women are vulnerable if they encounter an identifiably increased likelihood of incurring additional or greater wrong. According to the literature, this increased likelihood could exist of four alleged features for pregnant women's vulnerability: informed consent, susceptibility to coercion, higher exposure to risk due to lack of knowledge, vulnerability of the fetus. Discussion Testing the features against Hurst's definition demonstrates that they all concern the same issue: pregnant women are only vulnerable because a higher exposure to risk due to lack of scientific knowledge comprises an increased wrong. Research Ethics Committees have a responsibility to protect the vulnerable, but a higher exposure to risk due to lack of scientific knowledge is a much broader issue and also needs to be addressed by other stakeholders. Conclusions The only reason why pregnant women are potentially vulnerable is to the extent that they are increasingly exposed to higher risks due to a lack of scientific knowledge. Accordingly, the discussion can advance to the development of practical strategies to promote fair inclusion of pregnant women in clinical research. (shrink)

In this note, my aim is to point out a phenomenon that has not received much attention; a phenomenon that, in my opinion, should not be overlooked in the professional practice of philosophy, especially within feminist efforts for social justice. I am referring to the way in which being a non-native speaker of English interacts with the practice of philosophy.1 There is evidence that non-native speakers are often perceived in prejudiced ways. Such prejudiced perception causes harm and, more importantly, constitutes (...) wrongdoing. As in other cases of prejudiced perception and biased behavior, it would be pretentious and misguided to expect philosophers and the philosophy profession to be free from this vice. There are good reasons to think that this prejudiced perception is bad not only for the persons who are perceived in such a way, but also for the profession, for it might make us miss important things that could improve philosophy in general. I claim we should be more sensitive to this phenomenon, both out of concern for justice, and for the sake of doing better philosophy. (shrink)

abstract The possibility that organ sales by living adults might be made legal is morally distressing to many of us. However, powerful arguments have been provided recently supporting legalisation (I consider two of those arguments: the Consequentialist Argument and the Autonomy Argument). Is our instinctive reaction against a market of organs irrational then? The aim of this paper is not to prove that legalization would be immoral, all things considered, but rather to show, first, that there are some kinds of (...) arguments, offered in favour of legalisation, that are, in an important sense, illegitimate, and second, that even if legalisation might not be wrong all things considered, there are good reasons for our negative moral intuitions. Moreover, identifying these reasons will help highlight some features of moral decisions in non‐ideal situations, which in turn might be relevant to some other moral or policy choices. (shrink)

The Air Quality Index (AQI) shows the state of air pollution in a unique and more understandable way. This work aims to forecast the AQI in Algeciras (Spain) 8 hours in advance. The AQI is calculated indirectly through the predicted concentrations of five pollutants (O3, NO2, CO, SO2 and PM10) to achieve this goal. Artificial neural networks (ANNs), sequence-to-sequence long short-term memory networks (LSTMs) and a newly proposed method combing a rolling window with the latter (LSTMNA) are employed as the (...) forecasting techniques. Besides, two input approaches are evaluated: using only the data from the own time series of the pollutant in the first case or adding exogenous variables in the second one. Several window sizes are employed (24, 28 and 72 hours) with ANNs and LSTMNAs. Additionally, several feature ranking methods are applied in the exogenous approach to select the most relevant lagged variables to feed the models. Results show how the proposed exogenous approach increases the performance of the prediction models. Besides, the newly proposed method LSTMNA provides the best performances in most of the cases evaluated. Hence, it constitutes an exciting alternative to standard LSTMs and ANNs to predict pollutants concentrations and, consequently, the AQI. (shrink)

La identidad se ha constituido como una noción hegemónica y estática, sin embargo, la música de Herencia de Timbiquí consolida identidades múltiples y evidencia la hibridación racial, histórica y cultural por la que han pasado las comunidades Afro-Pacíficas desde la época de la Colonia y la esclavitud negra hasta la globalización y el conflicto armado colombiano. Estos hechos han ido transformando las identidades que originalmente traían las comunidades desde África, pues sus prácticas culturales se fueron entretejiendo con las prácticas indígenas (...) y españolas. Posteriormente, gracias a la globalización apareció un auge de los medios masivos de comunicación y la industria cultural, lo que hizo que los cantos Afro-Pacíficos comenzaran a hibridarse con ritmos populares provenientes de Norte América y Europa. Ahora bien, esta hibridación revela la ausencia de una noción de identidad purista y estática y, a la vez, evidencia los procesos de desterritorialización simbólica y física por los que han pasado las comunidades afro-Pacíficas a través de los siglos por la imposición de culturas dominantes. La epidemia del coronavirus ha afectado profundamente las prácticas religiosas en casi todo el mundo pues las políticas de aislamiento obstaculizan el ejercicio comunitario de la vivencia espiritual propia de muchos cultos. Sin embargo para algunos sectores la pandemia ha posibilitado la generación de nuevas prácticas y formas de crear comunidad a la distancia utilizando para ello la web. Este documento es una reflexión general sobre las religiones mundializadas y el COVID-19, que busca aportar un elemento de análisis para entender (...) el islam latino y cómo se organiza frente a la crisis, pues veremos que a pesar de la pandemia el trabajo de proselitismo no sólo no se ha detenido, sino que se ha ampliado, a la par que se propone la creación de una ummah global. Y finalmente se da una idea general de la recomposición de una parte del islam latino y de ciertos grupos del islam mundializado. (shrink)

In this paper, I discuss exploitative transactions in bioethics. Examples of this kind of transactions allegedly include, among others, commercial surrogacy, organ selling, and research with human subjects in developing countries. The most problematic kind of exploitation is what Allan Wertheimer calls “mutually advantageous exploitation:” the weak party’s consent for the transaction is an effective and rational consent. Moreover, W does not suffer any harm by the transaction; on the contrary, the transaction benefits W. My aim in this paper is (...) twofold. From the perspective of individual ethics, I offer a model to understand the nature of the wrongfulness of the strong party’s action. And from the perspective of legal ethics, I suggest some reasons to believe that the prohibition of beneficial exploitative contracts is problematic and can only be justified in very exceptional cases.
